Emilian earned his Master of Arts Degree in Political Science and Advanced Graduate Certificate in United Nations Studies from Long Island University's Institute for the Study of International Organizations in New York. Emilian also received the High Achievement in Political Science Graduate Studies Award and was initiated into NU ALPHA Chapter of the National Political Science Honor Society Pi Sigma Alpha (ΠΣΑ).

Prior to that, he earned his Bachelor of Science Degree with Honors (cum laude) in Social Sciences with Politics, as well as his Diploma in Politics and Government from The Open University of the United Kingdom.

He also studied in France as Auditeur Libre at Sciences Po - Institut d'études politiques de Paris , in the International Student Program.

He was a Fellow in the Office of the United States Senator Joseph Lieberman. As a Fellow of National Forum Foundation and Freedom House in Hungary, Czech Republic and the United States he studied election-monitoring techniques.

In addition, he worked at the Security Council Report that operated in affiliation with Center on International Organization and the School of International and Public Affairs at Columbia University. His duty was to produce reports on peace and security-related over-night developments to be used by specialists in distinct regional and thematic issues.
