Emilian earned his Master of Arts Degree in Political Science and Advanced Graduate Certificate in United Nations Studies from Long Island University's Institute for the Study of International Organizations in New York. Emilian also received the High Achievement in Political Science Graduate Studies Award and was initiated into NU ALPHA Chapter of the National Political Science Honor Society Pi Sigma Alpha (ΠΣΑ).

Fatimazohra Nouinou Fatimazohra Nouinou’s first career was as a flight attendant with Saudia Airline in Jeddah (1994-1996). She worked in the Consulate general of UAE in Istanbul (1998-1999), and then in the Embassies of Syria and Libya in Buenos Aires (1999 – 2000).

FPCD Roles of the Board of Directors and Advisors to the Board

Executive Director


The Executive Director is responsible for the overall management of the FPCD; administrative and budgetary; filing of all documents to the IRS and others; steering the work of the FPCD internally and externally; maintains contact with the International Advisory Board through letters, phone calls, curtsey visits and newsletters; write FPCD Strategic Plan; promotes the FPCD to external sources; seeks funding, maintains the headquarters, liaises with FPCD’s Sister Foundation and maintains the creative direction of the website and related materials.
The Executive Director oversees the work of all Director and Advisors.
The Executive Director is also President of the Board and shall preside over meetings of the Board. From time to time, the Executive Director may delegate some of the above tasks to the Advisor of External Relations under the close supervision of the Executive Director.

Director of Organizational Development
The Director is responsible for overseeing the organizational development of the FPCD by steering the creation of the Strategic Plan, creating subsidiary reports, charts, graphs, from the strategic plan and making sure the FPCD stays on track with internal and external goals set by the FPCD. The Director will identify strengths and weaknesses with the Plan and with each Director and Advisor and suggest ways for each to maximize their contribution to the FPCD. The Director will work closely with the Advisor of Post Conflict Research and may transfer the authority to perform any of the above tasks by mutual consent. From time to time, the Director may delegate some of the above tasks to the Advisor of Organizational Development under the close supervision of the Executive Director.

Director of Post Conflict Research
The Director will be responsible for all research of the FPCD in respect to post conflict countries. The Director will use the Millennium Development Goals and the Human Development Report as guides to present data on countries emerging from conflict situations. The Director will also monitor the work of the UN Peace Building Commission in relation to the FPCD mission and research. The section of the FPCD website devoted to post conflict countries will be maintained by the Director by submitting updates to the Web Director. The Director will work closely with the Advisor of Post Conflict Research and may transfer the authority to perform any of the above tasks by mutual consent. From time to time, the Director may delegate some of the above tasks to the Advisor of Post Conflict Research under the close supervision of the Director.

Director of Special Projects
The Director will be responsible for identifying projects that compliment the mission of the FPCD. The Director will research all aspects of executing special projects (funds required, staff needed, logistics, benefits to the FPCD, benefit to recipient, etc) and present them to the Board of Directors and, after approval of the Board, to the International Advisory Board or any other external audience. Once a project has been approved, the Director will be responsible for guiding the project to completion and submit periodic reports on status of project to the board.

Director of Web and Grant Research
The Director will maintain the FPCD website in a timely manner when updates are transmitted. The Director will identify web statistics (number of visitors, location of viewers to the website. Etc) on a quarterly basis to the Board of Directors. The Director will also identify grant-offering institutions that are complimentary to the mission of the FPCD for consideration of the Board of Directors for action.

Advisor of Organizational Development 
The Advisor assists the Director of Organizational Development with composing the Strategic Plan. The Advisor will make suggestions on how best to present the information contained within the Strategic Plan. The Advisor will work closely with the Director of Organizational Development. The Advisor will participate in meetings of the Board of Directors and International Advisory Board.

Advisor of Post Conflict Research
The Advisor assists the Director of Post Conflict Research with research on countries emerging from conflict situations. The Advisor will make suggestions on how to best present the data researched. If approved by Long Island University, the Advisor will direct a student project that involves a class devoted to post conflict research. The Advisor will work closely with the Director of Post Conflict Research. The Advisor will participate in meetings of the Board of Directors and International Advisory Board

Advisor of External Relations (vacant)
The Advisor assists the Executive Director and will write articles for the FPCD website and newsletters that highlight the mission and work of the FPCD. The advisor will also write letters and contact external sources that are interested in post conflict development. If the FPCD obtains the assistance of a pro bono PR Firm, the Advisor will liaise with them. The Advisor will work closely with the Executive Director. The Advisor will participate in meetings of the Board of Directors and International Advisory Board.


Ad Hoc:
All Directors are expected to attend the annual meeting of the Board of Directors. All Directors and encouraged to liaise with each other periodically and are encouraged to make suggestions to each Director or Advisor where and when appropriate.
All Directors and Advisors should operate in a transparent way to advance the work of the FPCD. All Directors are expected to write their own work plan and goals, to be submitted to the Entire Board, setting dates of completion.
All Directors and Advisors are expected to be conversant in the Mission of the FPCD and may be called upon to perform ad hoc tasks where needed.
All Directors and Advisors are encouraged to identify and participate in raising funds for the FPCD.
Funds permitting, all Directors and Advisors will be invited to travel to a post conflict country on behalf of the FPCD to conduct research, visit a project site, or execute a task for the FPCD.
